To develop, coordinate, and implement a community response system aimed at interrupting the cycle of domestic violence through education and by holding abusers accountable.

FVIP is designed to give batterers the tools and the opportunity to change their behavior by:
- Recognizing their behavior as violent, abusive, and controlling.
- Looking at the effects of violence on their partners, children, friends, and themselves.
- Looking at the causes of their violence.
- Giving information on how to change their violent, controlling behavior.
- Showing them how to accept responsibility for their own behavior.
